Electronic government (eGovernment) represents infrastructural transformation of activities of state government bodies by implementing information-communication technology used to focus the overall operations of the public government towards users. Electronic government also includes permanent adjustment of the legal and technological framework of state government bodies’ activities with the aim to achieve more efficient work, more rational budget funding and better quality of provided services. The importance of the process of building user-focused, available, responsible and efficient eGovernment was recognised by the Croatian Government during its term of office from 2008 to 2011. Therefore, it adopted the Strategy for the development of Electronic Government in the Republic of Croatia for the period 2009 – 2012 on 21 January 2009. The Strategy also represents one of the implementation documents of the Croatian Government programmes. Its objective is to determine framework and goals of existing and new activities of electronic government, with emphasis on satisfaction of its users, rationalisation of administrative procedures and preparation and provision of modern electronic services which will enable better quality life and give a friendly face to the state government in its work with citizens. Successful implementation of the Strategy will create conditions for directing the overall operations of the government towards users, i.e. for the creation of the Croatian electronic government.
