A special attention is given, in electronic government systems, to the function of informing users and exchange of electronic messages whereby each user in every moment must be capable of unambiguously determine the identity of participants in electronic communication.
Thereby, establishment of the integrated system for authentication and authorisation will be of most importance. This system is a necessary category of electronic business developed by development of eGovernment system and which searches for new forms of identification of natural and legal entities.
Thereby, another precondition imposes introduction of new forms and procedures to confirm identity of the person creating the contents, persons who approach them (i.e. use them) and persons to whom the data refer to. At the same time, electronic government services are provided to persons whose identity may not be determined in the previously described manner and therefore it is necessary to establish electronic systems for electronic authentication and authorisation, of both users of services and government official which work within the electronic government system.
Aiming at clear and legally-grounded assignment of authorisation for functioning and using resources, central authentication and authorisation will be established within eGovernment system, for both government official included in the system and users of its services. The basis of this system will be management of electronic identities (eIdentities). The purpose behind its introduction is to create a unique authentication and authorisation system within electronic (not physical) communication among users of eGovernment services and state government bodies.
eIdentity system will enable to citizens successful, simple and timely electronic use of public services (through direct, interactive, online communication by using the Internet, through other services within the system of electronic communications by applying fixed and mobile telecommunication systems).
The objective of this project will be fulfilling of requirements for establishment of the unique system for managing authorisations and access together with adequate authorisation and authentication of person or system accessing data of a certain state government body, whose right to access is based on adequate laws.
The first result of the implementation of this pilot project will be creation of documents containing descriptions and specification for authorisation and authentication of government officials and users outside the state government system.
